Project EIR
A California Environmental Quality Act (CEQA) consultant has analyzed previous environmental documentation prepared by the Town, and has assessed what additional environmental documentation is needed to support the implementation of the Eastside Road Storage Project as the Town Council has determined that the project should move forward. Based on this review, the Town of Windsor has prepared a Supplemental Environmental Impact Report (SEIR) to evaluate a storage facility for recycled water located on a Town-owned 168-acre parcel near the intersection of Eastside Road and Trenton-Healdsburg Road. The SEIR supplements the Water Reclamation Master Plan for Treatment, Storage, and Disposal Environmental Impact Report, certified by the Town of Windsor on February 7, 2001 (SCH No. 99112034.).
A Notice of Preparation (NOP) was distributed to regulatory agencies, nearby landowners, and other interested parties. The NOP included a statement of the purpose and need for the project, a brief description of the project, and probable new environmental effects. A scoping meeting to receive public input on the scope of the SEIR was held on Wednesday, November 28, 2007.
The Draft SEIR document was circulated for a 45-day public review and comment period from May 22, 2008 to July 7, 2008. Impacts addressed in the Draft SEIR include the following: loss of oak woodland; temporary and permanent impacts to drainages; effects on wildlife habitat linkages; effects on groundwater; changes to visual resources; impacts to paleontological resources; and traffic, noise, and air quality impacts from construction activities. The ERSP site is not on any hazardous waste lists under Government Code section 65962.5.
The Final SEIR is now available for public review in the Town Clerk’s Office at Town Hall, 9291 Old Redwood Highway, Building 400, Windsor, CA 95492 during normal business hours of Monday through Thursday from 7:00 a.m. to 6:00 p.m. The Final SEIR document may also be reviewed at the Windsor Regional Library and on this Website under Reports & Documents.
Hard copies of the Final SEIR are available for purchase at cost at Town Hall. The SEIR to be considered for certification is the environmental review for the project and consists of the Final SEIR together with the previously published Draft SEIR.
