California Environmental Quality Act
(CEQA) consultant has analyzed
previous environmental documentation
prepared by the Town, including the
Water Reclamation Master Plan for
Treatment, Storage & Disposal
Environmental Impact Report (EIR),
and has assessed what additional
environmental documentation is
needed to support the implementation
of the Eastside Road Storage Project
as the Town Council has determined
that the project should move
forward. Based on this review, the
Town of Windsor intends to prepare a
Supplemental Environmental Impact
Report (SEIR) to evaluate a storage
facility for recycled water located
on a Town-owned 168-acre parcel near
the intersection of Eastside Road
and Trenton-Healdsburg Road. A
Notice of Preparation (NOP) was
distributed to regulatory agencies,
nearby landowners, and other
interested parties and is
available online here or by
calling (707) 838-5978. The NOP
includes a statement of the purpose
and need for the project, a brief
description of the project, and
probable new environmental effects.
A scoping meeting to receive public
input on the scope of the SEIR was
held on Wednesday, November 28,
2007. The purpose of the ERSP is
to provide the Town of Windsor with
additional recycled water storage to
meet current and future operational
requirements of the Town’s recycled
water system, and includes a storage
pond with a capacity of
approximately 215 million gallons of
storage, an onsite pump station, and
approximately ˝ mile of pipeline to
connect to the existing recycled
water distribution system. The
project is located on a 168-acre
Town-owned property, APN
066-230-067, along Eastside Road
northeast of its intersection with
Trenton-Healdsburg Road. The Draft
SEIR supplements the Water
Reclamation Master Plan for
Treatment, Storage, and Disposal
Environmental Impact Report,
certified by the Town of Windsor on
February 7, 2001 (SCH No.
99112034.). Impacts addressed in the
Draft SEIR include the following:
loss of oak woodland; temporary and
permanent impacts to drainages;
effects on wildlife habitat
linkages; effects on groundwater;
changes to visual resources; impacts
to paleontological resources; and
traffic, noise, and air quality
impacts from construction
activities. The ERSP site is not on
any hazardous waste lists under
Government Code section 65962.5.
The Draft DSEIR document is being
circulated for a 45-day public
review and comment period from May
22, 2008 to July 7, 2008. You are
invited to submit written comments
on the Draft SEIR to the Town of
Windsor by NO LATER THAN 5:00
p.m. on Monday, July 7, 2008.
All written comments received by
this date will be responded to in a
Final SEIR. Written comments may be
